What customs procedures apply to AOG shipments in Germany?
Customs procedures for AOG shipments in Germany operate under a unique framework that balances the urgent nature of aviation emergencies with the country’s strict import/export regulations. Understanding these procedures is essential because customs delays can significantly extend aircraft downtime, multiplying the costs of an AOG situation.
Germany recognizes AOG shipments as legitimate emergencies and provides expedited customs clearance procedures under specific conditions. However, “expedited” doesn’t mean paperwork disappears – it means that customs officials prioritize processing these shipments and may allow certain procedures to be completed after the goods have been released for immediate use. This is similar to how emergency medical shipments receive priority handling.
The documentation requirements remain strict and must be complete and accurate. Commercial invoices must clearly describe the parts, their value, country of origin, and intended use. Airway bills must show the emergency nature of the shipment and final destination. For dangerous goods, additional certifications and material safety data sheets are mandatory. Any errors or missing information can halt the expedited process and force the shipment into standard customs procedures, potentially adding days to the delivery timeline.
Authorized Economic Operator (AEO) certification provides significant advantages for companies regularly handling AOG shipments. AEO-certified freight forwarders and importers are considered “trusted traders” by German customs authorities, allowing them to use simplified procedures, reduced inspections, and priority handling. This certification requires demonstrating robust security measures, accurate record-keeping, and financial solvency, but the benefits for AOG operations are substantial.
Temporary import procedures are particularly relevant for AOG situations where parts might be installed temporarily while permanent replacements are sourced, or where tools and equipment are needed briefly for repairs. These procedures allow parts to enter Germany without paying full import duties, provided they’re re-exported within a specified timeframe, typically up to 24 months.
